Is it possible to reduce the frame rate of a 3 CCD camera to 24 frames/ second? If yes, how?
I possess a Panasonic 3 CCD model. I think by reducing the frame rate to 24, a camera can produce the film camera effect at least to some extent. I want to experiment with it in my next film project.

Since no one else has answered you question, I am going to go ahead and say no. Certainly, you could downscale during editing, but the actual sensor will always capture at 30/60fps. Obviously, if you do downscale, it will have awkward jitters, as the frames will not be an equal distance in time apart (every fifth frame will be twice as long as the other four.)
